Is there any reason I couldn't adjust the hydraulic lifters at each cylinder's TDC? Chevrolet says do half the valves at #1 TDC and the rest at #6 TDC.
I was going to leak down the engine and figured I would do both at the same time.

Both the intake and the exhaust valve are closed at TDC. The reason Chevrolet says to do the ones they say when #1 is at TDC is that both the valves on those cylinders are also closed. Likewise for when #6 is at TDC.
Keep in mind that all pistons are at TDC twice, once on the compression stroke and once on the exhaust stroke. You must adjust the rockers/lifters when the piston is on the compression stroke.
So, yes, you can adjust then at each cylinder's TDC as long as it is on the compression stroke.
I always adjust what valves are closed (to be sure of this I adjust the ones opposite of the valve that is opening) and then rotate 360 and adjust the rest.
