Vehicle Emissions Test Failure

Vehicle Emissions Test Failure
I just bought a 78 Pace Car (L82) that can’t pass Tennessee Inspection.
The results were:
HC: 593 (Limit 400) Fail.
CO: 4.58 (Limit 4.00) Fail
CO2: 9.63 (Just a reading, not listed as Pass/Fail)
Tampering Inspection Fuel Inlet restrictor: Pass
Tampering Inspection Catalytic Converter: Pass
Tampering Inspection Proper seal in Gas Cap: Pass
I am waiting to hear from the State Mechanic to get an appointment, but was wondering if there is anything I can check that may help with a quick fix. Or if these numbers look unusually high.

It's running rich. Things to check:
Choke opening all the way?
Clogged air filter.
Main well plugs leaking.
Catalytic converter may be damaged by now if it has been running rich for awhile. If it's the original one you want to replace it anyway as it is very restrictive.

Install a new air filter, new fuel filter, change the oil & filter and a new PCV valve. Take it for a good blast down the freeway to clean everything out.

There is a fuel additive that guarantees you will pass that part of the test...sorry I don't know more about it...

If need be you can also back off the timing, that will make the car pass emissions but try what Zwede said first.

I think that means that the gas inlet has not been “punched-out” to allow the larger leaded gas hose to be used.

I seen that stuff at Pepboys here in pennsylvania. It was on the shelf right next to the Octain Booster.

I passed!
Ran some SEAFOAM through it.
Reduced HC from 593 to 145 (Limit 400)
Reduced CO From 4.58 to 1.81 (Limit 4.00)
CO2 from 9.63 to 12.58
