Default tach help needed

My tach was doing the same thing a lot of them do. It was reading 1500 to 2000 rpms higher than it should be. I took it to my mechanic and he replaced the circuit board and the tach filter. Now it doesn't even move off the bottom. He's stumped and so am I. Any thoughts? The car has definitely had a Bubba running through the wiring, but it was at least partially working before?

when mine was doing that, I dident use the filter, and purchased an entire replacement tach and my original is hanging on the wall of my shop. works like a champ

Here is a file on how to get to the clips behind the tach quickly for testing... and how to test. When you get to the link, click on supporting document. I would pull the tach, test the power and ground clips at the housing. Then once I found power and ground I would test for continuity from the signal clip to the distributor.
