Car wouldn't go up a hill so i took off the heads, resurfaced them, installed new gaskets and cranked the motor. Car didn't turn over so i had it towed to my local shop. They said the rods were bent and punched a hold in my heads so i need new heads. Should I get new heads or replace the motor?
Which rods? Connecting rods or pushrods? Very large difference. Did a cylinder get full of water? Cracks in the heads? Need more information to make any kind of a valid judgment.
IF the con rods are bent, you might be better off with a crate engine, or maybe a rotating assembly, in which case the block should be fully checked for cracks, bore size and cleaned.
If it's got to come down far enough to replace the con rods, then a total rebuild is (IMHO) the best way to go.
You need to decide if a stock rebuild, a stroker rebuild (383), or a crate engine gives you the best bang for the buck. Back to my original statement- exactly what's bent and how/why.

Something sounds bogus here - you could have adjusted the valves incorrectly such that the pistons hit the valves...but nothing's going to " "punch a hole in your heads".
Job one is to pull the heads and do the inspection yourself - or post some pics here. Hard for me to see how the rods could get bent from the working you're describing and cranking the engine over.
I broke a valve and the piston smashed it right through the head into a water jacket but the motor was a paper weight after that nothing was salvageable.

Probably easiest and fastest way to get back up and running. If the heads are something worth saving (not stock) then get a short block assembly. Otherwise it's time for a complete overhaul or a crate motor.

How do you manage to do all that damage by just resurfacing the heads?! Did they take a 1/4" off the bottom when they resurfaced the heads??
That thing had to make a LOT of noise before it died- Didn't you sense something was wrong just by cranking over the motor?
You couldn't have done all that damage unless you ignored all the warning signs (and sounds!) and just kept cranking until it self destructed..
Sounds like you need to leave the engine work to the professionals and go with a crate motor-
