I did manage to remove the solenoid, blew it out with compressed air and re tested it and it worked fine ... no vacuum drop through the solenoid. Refitted the solenoid into the car and retested. Vacuum built to 12" then suddenly dropped to 4", I repeated this several times by stopping and restarting the car with the same result. I decide to just go ahead and replace with a new one. Not so easy, my usual parts supplier (Paragon) is on back order since July without any supply date. I tried several other suppliers ... Zip, Corvette Pacifica, Lectric Limited. Seems like the Asian suppliers are unable to manufacture it.

Okay.. I would pull the vacuum hose off the single nipple side of the solenoid... check vacuum there. The make double sure you have the other (out) vacuum hose on the 90 degree nipple.. (like it's shown in the picture above.. if it is, then I must say you need to replace the solenoid.
