Went to pull the seats today, and have one bolt spinning, the front left passenger side. Either the bolt is stripped, or the mounting nut is spinning. Are the nuts welded to the frame, or something else?

The front bolts fasten into nuts welded to a large plate that's riveted to the under body.
The rear bolts fasten into a small plate with a threaded hole riveted to the underbody. One plate for each rear seat bolt.
If the bolt spins freely I'd think one of the front nuts has broken free of the large plate.
You should be able to grab the nut from below.
