I'll let some of the guys who built them chime in, but a 400 has siamesed cylinder walls which are pretty thin as is stock. Taking it to .060+ over may cause cylinder wall flex and over heating.

I don't want to rain on your parade, and remember this is just my opinion.
I have not had very good luck with 400 engines and heat. If you have enough cooling system, i.e. a Be Cool and some Spals, then I'd say "go for it". If not I would make sure to change out the cooling system same time you do the motor swap.
We used to use 400 CI's in circle dirt track racing and the damn things were always hard to cool.
I have a line on a 400 sbc bored .060. What would be required to make it a 427? Is this the right block for that?
A 427 SB is a 400 bore (4.125) with a 4.0 crank. As your block is bore .060 (4.185) over that will give you 440 CI. Or you could use a 3.875" crank with your 4.185 bore and end up at 426 CI.
A stock 400 block will work but I would have it magnafluxed and sonic checked to be sure the walls are thick enough and there are no cracks. A good 400 block will take a .060 overbore but if there was a lot of core shift the walls could get to thin.
Some will tell you not to use a stock 400 block because they are hard to cool but I have neve had any problem with that.
Personally I would go with the 3.875 stroke crank as it makes fitting everything in the block a little easier.
I have been run a 377's ,406 & 408's and never had heating problems with them ! Just jix the steams holes in the heads and gaskets !They but up BB torque #'s from a SB ! They is no replacement form cubic inches I guess that's why we went from the 327's to 350's and now looks like the 383's and up SB are the going thang ! :flag

Yea World Products makes a Motown small block that can machined to 427ci. It is a race block would probably end up costing a fotune to actually build it to 427ci with the right parts. :D http://www.theengineshop.com/newstuff4.shtml

IF you have enough wall thickness, all you need to do is buy a 4" crank and custom pistons/ The pistons will have to have a custom dish which in your case of a 440 small block would be HUGE! My 434 has 9cc dishes just to keep it down to 10.5:1 and thats with 76cc combustion chambers ...
Personally I would build it as a 412(?) by just using the stock crank.
You will have an awesome engine and it would be easier to keep the compression under controll! ( BTW the 412 will probably need custom dished pistons to keep the compresion down...)
