All, have a 1978 and the horn doesn't work when depressed on steering wheel. I have searched forum, and I see where people say hook up the horns to 12V with test leads. I see there is one connection in series to the two horns in the front, so do I put pos to one and neg to the other? Also, I don't hear a click when the horn is depressed, so this tells me I could have a relay issue, but when I am trying to fit myself to see near the fuse panel (as others have stated before that it is by my left foot), I don't see a relay that looks as described.
Can you guys help me out?

The ground for the horns is the bracket that they are mounted to.
To test the horns remove both green wires and apply 12 volts positive to each terminal.
The horn relay is powered by the CLK LTR CTSY fuse so make sure you have 12 volts to each side of the fuse.
Red wire brings power to the relay.
Grounding the black wire closes the relay and sends power to green wire to sound the horns.
The black wire starts at the horn button and after going through the harmonica connection it ends at the relay.
Many times the problem is at the horn button.
Thanks for your input. I ended up testing horns and they worked on 12V.
Then I replaced relay and at first I was pressing around my horn on steering wheel and it still didn't seem to work and as I pushed harder my telescoping wheel when inward and as I still moved my hand around the button it began to work. Not sure which one of these items caused it, but none the less still works.
