You don't say if you have calipers on but it sounds like you might have front rotors on the rear. They have a different offset and tightening the lugs would force the rotor into the brake pad. Rear rotors should have two extra holes to allow for adjusting the parking brake.

did you back off the adjuster star wheel to see if the issue goes away?

they are the back rotors, one I checked adjuster hole and two rotor never more than foot away after I took off and yes adjuster is max looseness ... something must be pushing pads but for the life of me can't figure it out....for reference, I have had 10 c2/c3 cars since 1970 so I am not a newbie, just can't find anything which is maddening. never had this problem before...

You say you greased the bearing. Is it possible the mounting tabs for the calipers got bent when you pressed out the spindle?

The other thing you could try is taking the pads out of the caliper to see if that changes things. It would narrow it down to the caliper or pads if it changes.

found the problem, I noticed it initially but since turned fine before lugs tightened down dismissed. anyway, was the top bolt that the brake shoes pivot on, corner was sticking up so ground off 1/16" and problem solved. Note: bolt was as tight as it would go and was not going to remove stub axle to take out and reposition.
