Yes. But, you would have to lift the engine. Not a good option.
All you need to do is to remove the two bolts on the idler arm (right frame). Then, the whole steering link group can lower enough to get the job done on the pan.

You also may have to raise the car on jacks (rather than having the car on the wheels) so the suspension hangs down. That will give you about 10 centimeters more downward movement of the steering mechanism.
