I just read this thread from the beginning, surprised to see so much confusion as to whether it might be brake fluid. Dipping the edge of a paper towel into the fluid where it's pooling will tell you immediately what it is. No need to taste it. If it were me, I would get a professional diagnosis in writing from a knowledgeable shop before proceeding. That might helpful if this turns into a conflict with the manufacturer. I also wouldn't waste any more time in getting it pulled and back to them if the shop says it's leaking.
FWIW, I owned several C2/C3 Vettes back when they weren't so old. The factory steering is awesome when it's in good condition. These cars don't have the responsive feel of newer rack and pinion vehicles, but the actual performance, their ability to corner and maneuver, is near the top of a very short list.

Zero, I have just reread through the whole thread and can add some more info that MIGHT be relevant. I sell Borgeson products Down Under and have had a very successful run over the last six and a half years, but a few weeks ago, I had a complaint from a customer who had fitted a 700 Series box to his Impala. I took the box to a gent who rebuilds right hand drive power steering boxes for me (not Borgeson!) and on his test rig we noticed a seepage of oil from the top cover but only when held against the stop at full lock.
With well over 1,000 psi, there was no leak except when the input shaft was forced against the stop at full lock. He pulled the cover off and we found the steel and rubber gasket was pinched ever so slightly at the rubber/steel interface. The gasket might have been faulty from the manufacturer and worked fine except when the box was held against the stop at full lock. A new seal was fitted and the box adjusted and pressure tested and this time there was no leak at full lock, but we could hear the groaning noise it makes at full lock.
So, I'm guessing that when Borgeson tested your box, they did not hold it at full lock for any length of time, if at all, and maybe this is why they could not find the cause of your leak. What I suggest is that, after thoroughly cleaning the area around your box, you try very hard not to turn the wheel to full lock while manouvering. Go close by all means, but don't hold it at full lock. Then check for leaks.
