Default Carb surging?

OK its been going on for awhile so I decided to start changing out step up springs, Ill sit at idle then it surges from 800-900 rpm up to around 1900-2000 for a couple seconds then back down steadily off and on. Changing out the springs really didn't help it just changed idles. if you have the air cleaner off you can see the jet on front drivers side of car dump gas to make it surge, not sure if anyones run into this problem or not but its had me confused for awhile now!

A few questions.
1. Has the carb been recently rebuilt or has it been sitting for a while?
2. It sounds as if the float is not seating the needle to the seat and you are getting over run.
3. How does the carb react when you jam the throttle back to WOT (wide open throttle)?

The carb is actually new, only about 6 months old. wot runs fine, driving down the road cruising is fine no surges only when stopped either in gear or parked.

What make and model is the carb? How does the fuel look when you dump it out of the filter? The reason i ask is if your filter has debris / particles in it then some may have passed the filter and stopped up the low idle jets or needle and seat also causing the over run.

Since you already tried the springs then it has to be the float on the drivers side. It needs to be adjusted down a little and that should fix it. Be careful of the little o rings when you split the 2 halves. Compare the 2 floats before you adjust as they both may need to be adjusted down. If that doesn't get it then you may also have to much fuel pressure.
