Need Help with wipers 1970 corvette
You said you pulled the over-ride and the door did not open. Since the default is to open when there is an issue, I think you might have a relay issue.
So.. go to the relay and pull the small hose off the top and see if you have vacuum on it. When you pull this hose off the relay the door should open too.
If it does then the issue is somewhere else, if it fails to open I would then pull the yellow hose off the relay and double check it for vacuum.
You have to have vacuum on the yellow (6) relay hose for the door to open and close.
next I would then attach the small black and white hose to the relay and see if the vacuum switches from the top to bottom hose.
With vacuum on the small hose, you should have vacuum passing from the middle port to the top port of the relay (large hose's). Without vacuum on the small hose, the plunger in the relay drops and switches the vacuum to the lower port as shown below.

If you are switching vacuum.. then I would then turn my attention to the actuator...

JNB, the issue was a defective relay, when he installed his old one the system worked fine.
