Default new heads -suggestions

Working on my winter project list. 78 pace car, L82, headers, no emmissions stuff, and would like to put some more umph. What heads could I install and not have to change camshaft/remove engine etc.

take your pick any aftermarket aluminum head with a 64 cc combustion chamber will pick up that L-82 just fine, that cam likes compression . you can go to 1.6 rockers for a little more lift the drivability is amazing with that set up , make sure you have a free flowing exhaust behind the headers and go have fun, a lot of fun.
the last thing i would change is the L-82 camshaft chevrolet stole it from the 350 horsepower engine and was the number 1 street performance cam for many years. there is more modern stuff out there but the drivability is really good with it. the 350/350 was Zora Duntovs favorite street engine.

What rearend gear do you have?Auto stick etc
Budgets, expecations?

Try not to recommend stuff much people just want to argue about it all day If anything spend good money on the heads the first time around.

What is you budget? alot of people are going to recommend AFR, but that doesn't do you any good if you cant afford them.

A set of 64cc heads with 180cc runners are a good match for the L82. Brodix IK180s or Dart SHP heads come to mind. If you have an automatic trans with the standard 3.08 rear end I would also consider installing a 2,500 stall converter.

automatic with B&M shift kit, Original rear end, car has 21K original miles. Budget is open but would like to do it all for $1500

If you can swing the extra money a set of AFR 180 65CC heads with 8020 springs, 1.6 roller rockers and Felpro 1094 head gasket will get you noticeably more power for under $2000 total. That is actually a real nice cam for a factory hydraulic flat tappet grind.
