It's a common problem on GM tilt steering columns. You have to pull it apart and there is 3 big Phillips head screws in the there. They loosen up and that's what gives you the wiggle. It will only get worse over time. If you never been deep into a GM column. Watch a few YouTube vids first or pay someone. I would say it's about an hour maybe hour and a half in labor but no parts to buy!
My Tilt & Telescoping Strg Column Disassembly & Repair Paper #1 has a series of quick tests described. These tests are conducted with the steering column in the car and should help you to zero into the cause of your looseness.

I worked 39 years at Saginaw Steering Gear, (the last 2 years as Delphi). I was a supervisor in Steering Systems Engineering the whole time and bought two brand new C3 Vettes (1976 & 1980) and a used 1975 Vert. So I became very familiar with C2 and C3 components that Saginaw manufactured (i.e. power steering pumps, flexible steering shaft couplings, steering columns, power steering hoses, and manual steering gears.)
Sorry, no A/C experience.
