I have a 71 LT1
Engine was rebuilt, carb re-done, plugs, filters, etc all changed
Sometimes and only sometimes if I push it at app 3500/4000 rpm's it feels like almost a rev limiter is in place
Any ideas?
Car does run incredibly strong, and this problem only occurs sometimes

Have you checked the primary and secondary float levels?
When the carb was redone did they install fuel filters in both float bowls, if so have you checked them for dirt?
Have you checked the distributor advance to see if it is binding?
If you can hear the secondaries kick in and then it just turns into a huge bog, it's the spring tension on the secondaries is too loose. Letting them open up too far, too soon as the case when you wack it at 3500 rpm, it will just groan with no pull.
It's an easy adjustment but go to YouTube because it's almost impossible to explain it in words, where it is and how to turn it because it's a tiny screw.
All said and adjusted, the secondaries should barely open by reving it in neutral
They will open fully in gear and running down the road.
if its the original Holley carb there is no adjustment screw for the secondaries/ you would need to change the spring. the secondary diaphragm could also be bad. it is hard to say what and how far someone went with carb rebuild.
