An erratic vacuum reading is not necessarily an indication of a bad valvetrain. Any issue causing random misfire and poor quality idle will cause the needle to bounce around. That can be a poor running carb that's running rich enough to foul the plugs and cause random misfires, and it can be ignition system issues causing poor vacuum and poor idle quality. If your plugs are wet with fuel, you have a carb issue that needs to be corrected - a wet plug will misfire, and this will cause a bouncy needle.
