Hey guys, so I have a 1979 Vette and the PS does not work. The previous owner replaced the hoses and pump, BUT I still have no steering assist. I would rather not just throw parts at it, so is there any way I can see whether it is the PS slave cylinder OR the control valve?

The Chassis Service Manual may have diagnostic procedures to try. I'm away from mine at the moment, so I can't check, but it does have a procedure for adjusting a working control valve, so it stands to reason there's probably one for your problems.
From your comment I'll assume you don't have the book and therefore could not check. See this thread for recommendations on what books to buy. I know the Internet is everyone's primary go-to source these days (and there's nothing wrong with that) but you're still stuck waiting on someone to answer. Get the books, and you'll usually have the answers right in front of you.
The hoses from the control valve to the steering ram may have been put on incorrectly. It's easy to screw that up if you don't have an assembly diagram. If there aren't any leaks that's the first thing I would check. The ram could be bad also but that might cause very hard steering. You could disconnect the piston at the frame bracket to see if if moves in and out as you turn the wheel (engine running).
More than likely a sticking valve in the pump. The pressure hose on the back of the pump can be removed...remove the fitting and see if the valving/plunger is sticking. A burr or something can be holding it up.
Also..from my experiences...if the hoses from the control valve to the cylinder are NOT installed correctly...when the engine is cranked...the steering wheel will turn VIOLENTLY to one side.
