Apologies for the confusion. It does idle 700-800, when I stated idling above at 1000-1500, it was idling there because I had the pedal engaged running it that high. I do that for 40 seconds or so when starting after engine warm, and then take the foot off the pedal, then it won't stall. Overall when it idles it does so properly.
Whenever you change or fix something, the ECM will learn and during this time the idle will be a little hi for about 50 miles of driving. The same thing happens when the battery goes dead but it should settle in around 650 rpm.
It put out ecm codes 42 and 33 today, which seem to fit in to what is seen but also looks like could be the ECM. They are going to get someone else involved, unfortunately it's around the holidays so make take a bit to get resolved.
The biggest problem with those early ECM's is the connector. I've fixed dozens that nobody else could fix by disconnecting the ECM and using a small pick or T-pin on the harness side, gently spread the terminal so it fits tight on the board.
