Did they change smog laws in California? Pre 76 are smog exempt...if you have later you have to buy a GM Erod LS3 to be legal all the way up to 1996.......

The ERod LS3 is legal, as are the other ERod kits, but DDawson's post is correct as well. You can engine swap to newer model years and have it verified by the BAR. There are some rules against what type of vehicle and whether it was CA certified or not.
The problem is when you take it to a smog shop...being as its a 70, the idiots will want a full evaporative fuel venting system on it even if its a 49 state car that never had this emission part when built.....then your starting down a long path of frustration. I know this, I'm putting a OBD2 motor into a late 80's vehicle right now and the Evap system check has to properly function, it isn't a fun task to retro fit some of these systems.
One of the worst " quickie repair " jobs I did in recent times was an alternator replacement on my nephews 1998 S-10 ZR2 pick-up....with a 5 speed manual transmission, because we lost the 12VDC back-up, we had to get the OBD2 emissions tests to restore themselves, it took weeks and a couple of hundred miles of driving around with the scanner to get the systems back in order to allow the vehicle to pass the emissions test. I learned far too much about requirements in order to get these systems to perform their internal checks and reset their status conditions complete FRUSTRATION! during this task, the systems would have quickly reset if it had been a automatic transmission vehicle, the S-10 ran clean as a whistle but because various systems status conditions hadn't restored themselves, the truck wouldn't pass smog.....COMPLETE ********....why would I want to go through this on my C3 Vette?
While I'm ranting, I just changed a battery on a 2008 car with Can/Buss system and now the EFFING Body Control Module wont allow the drivers side controls to raise/lower the power windows....they will go up/down with the switches on the passenger side but, the command from the drivers side to the pass window motors through the BCM arent working ( yes I did a manual re-learn of the window position per the manual....still wont take the command! ) .....EFFING POS! late model crap

Not only smog exempt, but also no yearly inspections for classics in Louisiana.
Even in Komunist Republic of Kalifornia, the Komrades dont require inspections on Vettes built before 1975.... I don't quite know why OP is asking the question....

Just thinking ahead, still prepping for paint. I realize that a 70 would be exempt; but I now have an LS3 2010 GS Dry Sump in there and you never know what might come up in the KRoK; like they need to know anyway. You would think that they would be happy I took out the old 427 (not original) that maybe got 10mpg, and now have the potential to get 22-24mpg. Wanting to cover every scenario with this project. 5 years in now!
