Swap the spark plug and the plug wire from that 'weak' cylinder with an adjacent cylinder. Then, run the car and check again. If the 'cold' cylinder moved with the swap, then the plug wire and/or plug hold the problem. If not, you have a distributor cap problem... OR you're not getting full opening of the intake valve on that cylinder.
Another remote possibility is that there is some sort of blockage/restriction in the intake runner to that cylinder.
