Maybe I'm too fussy, but I just thought I'd try and reset valves on my engine. This time around I used exhaust open, set intake, intake closing set exhaust. Fairly confident in the "twirling" method for zero lash on hyd lifters, set all the valves. For no good reason I went back thru to a couple valves that were closed, and lifted up on the rocker tip, I found that I could lift the rocker a noticeable amount, I didn't measure or anything, but, should I be able to do that? Can't say I ever took it upon myself to lift up on a rocker... I have nothing to base it on.

No, I mean I can lift the rocker off the spring, pushing the pushrod into the lifter, compressing the lifter...

1.6 roller rockers, engine has about an hour of runtime on it so far.

I'm not really disputing the preload, rather the lifter seems to collapse quite easy with little force

I have tried all kinds of methods to set the lash, including valve covers with a window for adjusting while running, which does work. The last time I used the EOIC method and just lightly flicked the rocker arm till it just stopped moving for determining zero lash and was pretty confident that was correct, better than twirling for my senses anyway.

Shaking the pushrod up/down is the easiest method for finding zero lash. And, NO, you shouldn't be able to (easily) move the rocker...unless the lifter is not at zero lash. You can 'force' movement by compressing the lifter spring manually.
