I am trying to set up my new Holley Street avenger carb using a vacuum guage. I have got the highest vacuum i can get but at tickover the guage fluctuates rapidly between 11 and 14 inches of vacuum. Is this rapid fluctuation normal and has it got anything to do with my choice of cam (also new).

The fluctuation could be caused by sticking values or worn guides. The low vacuum could be caused by your new cam, improper timing, a vacuum leak, incorrect idle speed, and any number of other problems. This should get you back to the top long enough for someone else to add in their $0.02. Let us know what you find.
