Default 1980 front clip help

In a bind here could really use some help, I bought an 80 Vette with the front clip already mostly off. There is supposed to be a bolt and mount from the bumper impact bar to the front nose of the clip and I just can't find anywhere on the nose to bolt this to. Any help would be greatly appreciated

There should be a steel support bonded to the nose glass that receives the mount bolt.

on my 80 the plate you see above rusted and allowed the front to come up a little and it would hit the head lights when they opened. We had to dig down in that area with a flat piece of thin steal and scrape out as much rust as we could. then we filled that with mastic and clamped it all back down. it has been fine for 5 years since...
