The passenger headlight only opens halfway. I have to push it up the rest of the way. It closes completely with no problem. The drivers side works fine up and down. I did find a vacuum hose splitting so I replaced all the hoses. No difference. I checked the vacuum actuator and it was leaking. So I replaced this and I also replaced the vacuum relay valve. The hoses are all connected properly. Still doing the same thing. What's next that could cause this?

With the hoses off the actuator see if you can open and close the headlight door by hand to make sure nothing is binding.
You can oil the pivot points and see if that helps.
Each headlight has 4 springs, 2 skinny and 2 fat ones, are they in place.
Just because a part is new does not mean its good.

Thanks for your response. Everything checks out on the pass. side. Could the problem be caused by the drivers side vacuum sources?

The problem is usually a bad "witch's hat" A cheap fix.
