The early C3 tach's are run off the distributor by a cable form the dist to the dash. Some times the tach is bad, the cable, or as you said the cross gear in the dist. When the cross gear goes it usually wipes out the dist main shaft because the mating gear is cut into it. The best way to check the gear is to remove it. You can do this with the dist in the car. Disconnect the cable at the dist and then remove the bronze bushing, the gear will then come out. Look for broken or flattened teeth. If you find any then you have to pull the dist and check the main shaft.

I had a bad cable(broken) you may want to check that...the cross gear in the distributor is a much easier fix though....Tach cable is a pain in the butt
Test your cable by hooking it to a drill. If your tack spins then it is in the dist. If not then it may be the cable or stripped teeth in the tack itself.

Will that spin it fast enough to register on the tach itself? Using the drill you can hold the drill with one hand and still get in position to see the tach spin.
