Yes that is a ground.
Yes it would go to something on the shifter plate.
I have seen on my 69 that it goes to one of the screws that hold the ash tray door in. But I have also seen (I think on AC cars) that it goes to a tab on the heater/ac controls.
I put in an aftermarket cigarette lighter in my car with the light and it had a tab for the ground wire so I just put it on that instead of the plate as it is really only there for the cigarette lighter in my car. I ran additional separate grounds myself to the tunnel brace, wiper switch etc.

Easy Mike got it same on my car(68) skip.
When you flip over the shift console there will be a brass spade.
usually you can reach through the ashtray and reattach if my memory serves me.
It a ground. I saw it when i removed mine to replace the beat up shift boot.
