:confused: I don't know for sure, but I was once told to tighten till rubber bushing was flush with edge of washer. I then put old nut on top of new to lock it.
I usually tighten them enough so that the rubber bushings are in full contact with the washers and are just starting to expand slightly. You don't want to overtighten them and have teh rubber bulging out.
