If you haven't changed the pump yet then check the voltage on the fuel pump connector with it running. Make sure you're getting full battery voltage to the pump. No pump will fix it if there is a wiring problem.
Adjusting the regulator having no effect could mean the pump is producing so little pressure it's just dead-heading instead of over-powering the regulator.
Unfortunately I've already switched out pumps, just haven't installed it yet, I'm looking inside my tank & I can see a bunch of debris in it, gonna have to drain it & see if I can get the crap out before I go any further, thanks for the response

I agree with checking voltage, didn't think about that but the 85 pump is a worthwhile upgrade. The stock pump just barely puts out enough pressure. As far as wiring, I wired mine as normal. Are you also replacing the fuel pickup sock, with that much stuff in the tank it wouldn't be a bad idea after cleaning everything out.

Yes, I am replacing the sock, I'm assuming on the wiring, red wire, positive side of pump is wired to what I think is a resistor & black is grounded on the sending unit

I believe that is a noise filter not a resistor and I took mine out for two reasons, 1 another connection to possibly fail and 2 I'm not using the original radio so it's not needed.

Ok, this is really annoying, I changed out to a 85 pump, completely cleaned the gas tank out, changed fuel filter for the 3rd time, checked voltage to pump while running, 12.2-12.3 volts, new fuel lines from pump to tank & lines, & I'm STILL only getting 10psi fuel pressure, how is this possible
The pump is making pressure so it must be your regulator.
So what part of that do I replace, I mean there's only the spring & adjustment part, idk what u call that thing, I looked on rockauto & it just shows the rebuild kit, which I already did

Check the screw to ensure it isn't stripped. Maybe stretch the spring a little (not much at all) to get more spring pressure. I have a spare spring I can send you, just swapped over to a VAFPR and 90 lb injectors on my heavily modded CFI.
Actually, I'll send you the entire FPR I have. You'll need a new diaphragm but my housing, spring and screw are in great shape. I was getting 15 psi from it on my car. You pay shipping and its yours.
