Make certain the shims are inserted properly on the t-arm pivot bolt.
Then line up the holes so the cotter pin can be inserted from the outer side toward the center of the car.
Bending one leg of the pin is sufficient to keep it in place.

Here you can see the 'eye' of the cotter pin and also see the pin as it's just passed through the outer set of shims
