Should the throttle solenoid be powered with the AC off? 74 w factory AC 350 auto

Yes, it gets power when the key is in RUN, later years power up the solenoid when the A/C is turned on but not in 74.

Default Hi again.

The idle stop solenoid is not strong enough to push the throttle linkage by itself.
Blip the throttle so the solenoid can fully extend then adjust the idle.
When you turn the car OFF the solenoid will retract and the throttle linkage will now rest on the 'idle screw'.

The purpose of the 'idle stop solenoid' is the let the throttle plates close 100% and prevent diesel run on.
