Just so you know, a court order is required "if the VIN is removed, altered, or obliterated" (Texas Department of Motor Vehicles Registration and Title Bulletin - #029-13). Your situation is not the same as obtaining a first-time, state-assigned VIN for an assembled vehicle.
I'm gonna take that trim piece off the drivers side windsheild post tonight and see if the VIN plate as fallen down in there somewhere. I don't understand why I can't see holes from the where the rivets would have been.
