I am a newbie to the forum and just purchased a 1970 454 that has had the distributor changed out. I could not figure out why the tach was not working until I noticed the cable just hanging in the engine compartment. The distributor has a electric clip lead labeled tach. Is there a mechanical to electric component that connect to the tach cable that can be connected to the distributor. What I am reading on the interweb is that the tach electronic board needs to be changed out. Is this the best way or is there another approach??

The earlier cars had a mechanical tach drive on the distributor. Later ones had an electronic tach.
Looks like someone updated your distributor to a newer one (is it an HEI by chance?)
You need to either downdate the distributor or update the tach.

You need to install the correct distributor in the car - any Corvette 1962 - 1974 distributor will work. Or convert the car to an aftermarket distributor with tach drive. You cannot use an electronic tach distributor system in your car unless you swap out the entire tach. There is no "electronic board" in your car.

And if you want to see if the tach is working, hook a drill to that cable in reverse.
any recommendations on a dost would help as it is a nom and interweb tells me I need a coil when buying a ne dist???
If you went to a stock distributor like Lars said, you'll need to buy a coil but they are cheap. If you go with something like this you'll get electronic ignition with tach drive for under $160.00
Great..thanks for the info and I will most likely purchase one online...just out curiosity why $100 difference in the two coils??
One is a replacement, one is a exact reproduction. But you don't need a coil if you go with the distributor I gave you the link to above. It has the coil made inside.
