You should be able to carry a 215/70 with no issues. I don't see any reason why you can't back the front bolts off some, but if you still need some more room, you could order one of the later longer lock bolts.
The P215/70R15 you have, is the same diameter as the original F70x15, but the F70 was a bias ply tire, while the P-Metric is a radial. Even though the diameter is the same, radials of a similar size, are wider, especially in the sidewall.

Here's the typical installation for the rear bolt.
I set the length so there's JUST enough extra length so the strap/tub can be lifted slightly so the bolt can be slipped out of the strap.
It's the barrel turning on the lock bolt that sets the length.
