Default '68 horn/telescope problem

When I try to loosen the "lever" to adjust the telescope of the steering wheel , the horn sounds, everytime. Very anoying, esp. when driving!
Any ideas out there? How does the horn center cap come off, just pull? Oh, after disconecting the battery, got that part. Then what??? Thanks.

I have a Corvette shop manual that has some instructions on the Telescoping Steering Wheel. The picture in my shop manual is identical to the 1968 and 69 telescoping lock hardware picture in the current Zip Products catalogue.

I can scan it and send it to you if you think it might help.

I think that your problem is most likely in the part that Zip calls the Horn Button Stand - SC-45. There is also a kit called the Horn Button Stand Repair Rivets (3) - SC-590

Here are the instructions from the shop manual, I hope they make more sense to you than they do for me:

Telescoping Steering Wheel
Removal

Pry off horn button ornament and retaining with small screwdriver, in one of notches. Remove horn button. Turn the lokc **** approx. 90 degrees counterclockwise and remove the screws holding the lock **** to the lock bolt. Turn the lock bolt counterclockwise and remove the ****. Remove six attaching screws and lift off wheel.

Installation
Position steering wheel on hub, align marks and secure with the screws. Position locking rod into upper end of steering shaft and place lock handle into position. Coat lock bolt threads with grease and screw into upper end of steering shaft. Torque the lock bolt to 40 in-lbs, and position handle fully clockwise. Align the nearest holes in the handle with the lock bolt by backing off the handle slightly counterclockwise, and secure.

Handle must lock the telescoping mechansim in the lock of full clockwise position and release when fulley counterclockwise.

Install horn button onto horn cap. Be sure lug on horn button is in line with the double hole in the cap. Then secure it. Install the horn cap to the horn button; be sure ornament is in line with the marked screw hole of the horn button.
