Default Headlight Relay

Before purchasing new relays from Willcox question,
Following Willcox troubleshooting method on my relays, both directions, switched and un-switched (vacuum applied and released to diaphragm) and applying compressed air to center port spool is shifting correctly, but in both positions I am getting a steady stream out the bottom of relay in the half moon shaped port, I know this is the exhaust port but should there be a steady stream of air always? Diaphragm is holding vacuum.

The diaphragm on the top lifts the spool under it and when the seals on the spool go bad they'll constantly leak vacuum.

If the relay is leaking out the bottom you've got a inner issue that is bad. And.. just a heads up.. I'm out of the relays for about four days..
