Default Cable unattached. What does this go to?

Anyone have an idea what this cable is for. I found it unattached under the car.
It looks like one side attaches to a ring around the steering column. I found the over end tucked under the frame.

I am trying to figure out if this is causing a ratting noise that I get when doing about 10-15 mph in first. We disconnected the speedo and tach thinking those were causing the rattling behind the dash...

It's that cable on the right side of the photo








His shows the bottom of the cable dangling down on the cement after I untucked it from resting on the frame

manual transmission shifter steering interlock cable or something to that effect. When you place the car in reverse and remove the key your steering wheel is supposed to lock. One end attaches to the transmission shift linkage and the other to the lever on the steering column.

Hi Dave,
The purpose is close to what MW described.
The key should not be able to be removed from the ignition unless the transmission is shifted to reverse.
It was intend as a safety design and theft deterrent.

Here's the cable's end at the transmission… the reverse lever is towards the left and the cable is towards the right.
