First time with a timing light
Start by recording baseline timing with the weights rubber banded in place. Remove the rubber bands and make a chart from baseline and then maybe every 200 rpms up until there's no more advance.
If baseline timing changes when the rubber bands are removed then the springs are too weak. Sounds like you need to get the pivots squared away as well.
Does the timing mark fluctuate at all or is steady under the light?
