The only practical way to test it is to replace it. I bought one for a '84 from Eckler's, but the BWD R671 and Wells 19844 are probably available locally (O'Reilly's or Advance). Again, these won't bolt in like the original, but they're otherwise the same.
No, those aren't the right relays. You want a BWD 671 or Wells 19844. There may be other brands that will work, but I've confirmed that these are wired the same internally and will fit the plug. These are listed for a 1984 Corvette. If you look up the relay for a '82, you won't find it at a local parts house.
I disconnect the harness from the sender and if I put my black and red lead into different pins at the same time it shows battery voltage if I ground my black lead to the frame and put my red lead into each pin individually it doesn't read anything. What is the correct way?
It connects the fuel sender to the factory harness. Located right behind the license plate kinda on top of the tank. It's basically your sender connector.
Ok this car is tripping me out!! All of a sudden I heard a slight sound had someone turn the ignition and to my surprise my fuel pump is priming!! I pulled the hose from the filter and it is still bone dry... Now what? I'm guessing my fuel relay is good?

The most common failure mode for the fuel pump relay is that it becomes intermittent. Plug in the new one and get this potential problem out of the way before proceeding. About the connector, the colors seem wrong to me. The fuel gauge sender should be pink and black. The fuel pump should be tan/wht with (I think) a hardwired ground. You should be able to use the frame of the car as a ground reference for all voltage measurements. Maybe try the negative post of the battery instead, just to be sure you're not fighting a bad connection to the steel of the frame.
Ok so what would cause the fuel to not be getting through?
