I have a Fram fuel filter and was wondering if anyone knows whether I can put the filter between the gas tank and the mechanical pump. Or does it need to go between the pump and the carburator?

The stock pump is a diaphragm pump - not a positive displacement pump. For this reason, you do not want to place any restriction at all in the line between the tank and the pump. Doing so can lead to vapor-lock and fuel starvation problems. PLace the filter between the pump and the carb.
What about the fuel sock in the tank? Does that not place some added resistance on the fuel flow? What if you remove the sock and place a filter in the rubber line between the tank and steel line? I am running that right now with no problems up to 6000 rpm's with a stock replacement pump.
