Don't know if the 68 wipers are the same but my 69 has the driver side wiper blade on top. I did restore all the wiper arms, components, etc. and believe I reinstalled them correctly, so hopefully this is the correct answer. That said, I'll defer to others but hope this helps, Ernie.

Jack may be correct for 68-69 cars but for 70-72 cars I'm quite sure the left side wiper parks first and then the right side.
I believe this has to do with the 'lever' on the right side wiper transmission that cycles the wiper door interlock which signals the door actuator to close once the wipers are parked.
I'm pretty sure it's the same sequence for 68-69, but not positive.

Here you see the right side arm with the lever which pushes on the safety switch plunger. This arm has to park last or the door would close on the left wiper arm. The circled screw adjusts the blade's sweep. I added it when I used this picture before for another question.
I did go back and look and sure enough, there is a squat switch or something that the passenger side wiper arm/linkage depresses when it parks. There is no such animal on the driver's side. Therefore, Alan's logic that the passenger side closes last is sound. My car isn't running yet and I've not used the wipers, so it looks like I've got some adjusting to do.

Early 68s dont have that switch.
Passenger side on top. Everything is in the aim on adjustment. Keep the windshield wet while adjusting so they dont drag. It can affect the parking. I used a squirt bottle and water. It takes some fiddling with the arm angle and the transmission adjust. Take your time.
