I recognize the number as an A.I.R. diverter valve.
The technical information I have mentions the vacuum signal required to overcome the spring force opposing the diaphragm action. It's purpose is to prevent a backfire. But it doesn't specify the amount of the vacuum required just that the high vacuum signal is sent from a connection just below the throttle plate in the carburetor.

ok. so i cant really test its function off the car. just picked one up and wanted to test it since i wont be near the car for another 6 months. the one i have is sitting in the open position in the box.

It seems to me you could hook a small hose from the nipple on the side of the diaphragm 'can' to a mity-vac type vacuum pump and look through the inlet opening to see if the diaphragm assembly spool is being moved by the vacuum.

You could also try Jeff Ashen in Florida. His email is pacecarjeff@bellsouth.net. He sells these rebuilt. Be prepared to pay big bucks for this one. It's the tough one to find. He would also take yours in on trade as a core. He sells on eBay as pacecarjeff.
Here's a pic of one he has for sale now at around $339.
I had my mechanic install mine when he reinstalled my intake and quadrajet for judging. Finding that 21299 was the hardest part to obtain when restoring my engine. Lucky you found one in any condition. Most guys just block all the hoses and just have them on for appearance for judging.

thats who i bought it from. he said its guaranteed. but i wont be installing it till feb/mar. car is at my house in florida
Non functioning is really the way to go. The functional pump eats Horsepower like an A/C compressor, and really does not do anything for the environment.
The pump forces air into the exhaust manifolds which lowers the "parts per million" of carbon exiting through the rear pipes.
In reality it is not cleaning the air.
Imagine for a minute you are going to dump a bucket of sewage into a lake,
But rather then pouring directly in by itself, you pour your sewage into a larger bucket of clean water and dump that bucket with both combined....
You are still pouring the exact same amount of contaminants, but you mix it first so it appears cleaner when it hits the lakes surface. lol
That is what the early A.I.R. did. All for show - - - It's still the same stuff.

And you will gain 25 +/- Horsepower too.
