Yes, that is the 'weep hole' for the bell housing cover.

It looks like the oil leaking out is red? If this is correct it is coming from the the transmission or the torque converter. If it was my car, I would be removing the bell housing cover and then cleaning everything so that you can then run the car to determine where the leak is.

From the look of your pictures, I'd first start by replacing the gasket for the transmission. Inspect the pan to make sure the holes haven't been bent by overtightening and use a torque wrench when reinstalling the pan bolts.

Remove the cover and look to see if it's wet on the inside if it is than the trans seal or the converter is leaking if it's dry than it's just you're transmission pan leaking. If it is you're pan than I would buy a new pan with a drain plug makes it alot easier to change the fluid and a filter kit. Take the old pan off and change the filter install the new pan and fill the trans with fresh fluid.

The seal around the gear selector shaft can also be a source of the leak. When it leaks, fluid can flow around the flange of the transmission pan appearing that the pan gasket needs replacing. Transmission fluid can also
flow around the pan and into the bell housing, which then looks like the front seal is leaking.
I would remove the bell housing and then use brake cleaner to clean the transmission and pan. Start the car, check that the transmission is filled and look under the transmission for the source of the leak.

My money says front seal on the tranny. They begin to leak with age and sitting.

It looks like the transmission pan is leaking badly . I don't see any fluid leaking directly from the hole. You would be surprised how the turbulence under the car can blow the oil all over and make a mess.
I would start with replacing the pan gasket. And straightening the pan or replacing the pan before installing the new pan gasket.

My money says front seal on the tranny.
My money is on the trans pan gasket/pan

It would take you 10 minutes to remove the dust shield from the trans than you would know where the leak is coming from and I would get a new pan they are cheap around 40.00 dollars and a filter kit around 25.00 and you can get both from any local auto parts store. You'll have to find out if you have a 350 or a 400 trans.Take the old pan with you to the store.

Your TH350c is leaking at pan gasket and or shift shaft seal from the looks of the spot on the floor and dampness of shifter linkage. Front seal will leak only while running, front pump o-ring will leak while sitting still. I'd do a fluid, filter, pan gasket, shift shaft seal replacement. Flatten pan rails, use a cork gasket (dry), tighten pan bolts 10 -12 ft lbs, come back a week later after several heat cycles and re-torque them. Usually, when these start leaking, they will usually, eventually leak at new locations until they're all sealed up. Servo cover, modulator o-ring, speedometer seals, rear seal, governor cover, lockup connector, dipstick tube o-ring, kickdown cable o-ring, front seal, front pump o,-ring, shift shaft seal...... all all sources for external leaks. Fix them one at a time or take to a trusted mechanic and do a minor overhaul kit on it. If when you remove pan and find anything greater than pinkie nail sized finely powdered metal in a clump, you may need something greater than seals...clutches, band, bushings etc.
