With a standard power braking system, the actuator rod should be a "close" fit with the space it fills; there should be some clearance, but not much [.020" or so]. If you have too much 'free play' in that area, you won't be able to fully actuate the master cylinder.
I suspect that this is true for the Hydroboost, also. The actuating rod should have some clearance when assembled, but not much.
With regular system, the free play in the pedal is an "adjustment" to the pedal mechanism. I think this should be the case with the H/B system, too.
I would suggest the rod is to short .or the mounting plate is to thick.
I just fitted a BH to a 70 model, that did not have a booster at all
I didn't follow the usual fitting instructions . I mounted it 5/8'' below the original Center line of the master cylinder and made the mount to mount the HB parrellel the ground and used original.
Time will tell if this will work as I think it will.
