69 wiper switch ground???
First let me start by saying the wiper motor, wiring and switch were completely Frankensteined when I bought the car. The car has a long hood and wiper door/vacuum had been removed.
Good news is I unraveled the wiring mess and tested everything to make sure it all works as well as high and low speed.
Now the issue: When I put everything back together the switch no longer has low speed and will barely move. So what I uncovered was, as long as the bezel housing the switch is not touching any metal everything works perfect. As soon as I touch the bottom 2 slots of the bezel to screw down the switch housing plate I have no low speed and the switch does not want to move. I do have a ground attached to the switch and bracket across the top of the dash. I have also tried moving this ground to multiple locations to no avail.
The outer bezel is cracked also but I tried jumping across it with no luck.
I also tried grounding the switch to the back of the temp gauge and I get same issue.
Any suggestions would be appreciated it???

The wiper switch is nothing more then a grounding switch.
It sends grounds to the motor for speed and park control so it needs to be grounded to function properly.
First thing I'd check is to see if the connector on the switch wasn't installed backwards.
Yes, it will plug on 2 different directions

if its like the 68 bezel, it grounds to the windshield frame under the dash. IF its cracked then you wont have as good a ground in your wiper switch or gauges. I ran a second grounding wire from my upper bezel to a ground on the frame ubder the dash as well as a ground wire from the bottom of the bezel as well. All my gauges and switches work well.
