Default 1969 Steering column collar

I had removed a part similar to the photo here that came off of a non-tilt tele unit in my early 1969 C3.

I am replacing that column with a used/rebuilt tilt-tele from another 1969.

My question is: Does this collar go on all the versions of the steering column or was it specific to non tilt-tele's?

Any help appreciated!

So I have column off. Cylinder out and it appears from what little I can see the plastic piece is screwed. How do I get the rest of the column apart.
