Do you have a fan clutch? If so, is the problem separating the blade from the clutch, or the clutch from the water pump? What about removing water pump and fan blade together and working on it on the bench? If all else fails, heat will get it apart, but if it comes to that, you might be wise to replace the pump and/or the clutch.

I believe I would remove the fan from the clutch which gives you a little better access to the clutch.
If the nuts are off the clutch I'd use a small screwdriver to pry the base of the clutch from the nose of the water pump pulley. I'd tap a little, spin the clutch a little and continue tapping/ turning until until the clutch comes loose from the snout on the water-pump.

Here you can see the 4 studs on the water-pump and the snout that extends through the pulley to the flange on the clutch. The snout might be stuck in the flange.

No, still have the belt driven fan and clutch.
Was trying to show the water-pump's snout that sometime gets wedged in the clutch flange.
