Confused about heat/air control

Default Confused about heat/air control

Here we go 71 vette has a heat control valve,
When is the control for heat is off, mine never seems to be. I hook up a vacuum pump and the valve closes, so it works, the thumb wheel control on left no vacuum on that hose no matter were it was. So I pulled it apart seamed loose so I replaced it with a new one you realy can here the valves work now but the the heat is still on no matter were its placed. Did bubba put the hoses to the water control on backwards or the control valve in backwards. Don't say look at the vacuum diagram that will give me a headache.
Help!!!!!!!!!!

If you mean the blower's always on, it appears that that's just the way our cars were designed. I don't know why, but I asked about it a while back too.
