Does the starter even go "click"? If you get nothing out of the starter, you may have to start running wires. Start at the starter with the large + cable from the battery. There should be a constant 12v on the cable. Unless someone has cut the cable, it's most likely you will have voltage there. Move the meter to the starter solenoid's "S" terminal. The "S" terminal will be the one with a small gauge wire. When you turn the key to "start" there should be 12v on the "S" terminal. If you don't have 12v there, then you have to start testing your fusible links. The one by the starter would be a good point to start, but you can search the forum for fusible links if you are confused.
Now, if you do get a click from the starter when you turn the key, you have to start thinking about diagnosing for a locked up engine.

Look right of the distributor on the firewall- 6 way connector off the harness that runs down to the starter- check the connections there. Starter Extension Harness.

is it a manual or automatic. Automatic, try it in neutral, could be a bad neutral saftey switch. Is it hooked up?
If its a manual does it have a clutch safety switch where the clutch has to be pressed for it to start?
