I have a 76 Corvette with a tricky problem. When I put a fuse in for the turn signals and turn the key just to the on position, the starter kicks in. When I remove the fuse everything works but the turn signals. I recently replaced the starter because it didn't even click when I tried to start the car after filling with gas. It has a brand new battery also.
First off...a 'short' is when you would be blowing fuses. So you do not have a 'short'.
On a 1976...you should only have the large eyelets that go on the stud where the battery cable goes and only ONE more wire that attaches to the stud that is closest to the engine block on the solenoid. This is because YOU SHOULD still have an HEI distributor. And the other stud on the solenoid should have NOTHING attached to it.

The fuse was blown for the turn signals. When I replaced it and tuned the key to the on position to check them, the starter kicked in.

That's an interesting problem and I don't know the turn signal fuse being in or out can cause it.
I'll take a guess:
What happends if one or both the flashers are pulled out?

I'll try it. Also, I unplugged the headlight switch today (replaced just prior to problem) but no change .Thanks
Have you verified the connection at your starter???
Posting good photos of what you have going on at the solenoid can be helpful to us.
KEEP IN MIND...that the small stud on your solenoid that is closest to the engine block is the stud that gets power in order to make the solenoid engage and spin the starter.

I'll have to check all those things that have been suggested. I don't have a lift and my jack is broken. When I pull out one side of the turn signal fuse the starter works fine. Thanks for all your suggestions, after I check I'll post. I'll see if I can get a photo to post.

Just checked the connections and everything looks as it should. The stud on the outer side is not used. I'll try to post a photo for you. Thanks for your input.
